PREAMBLE
The Pastors’ Council of India (PCI), a registered not-for-profit Trust operating in accordance with Articles 19(1)(c), 19(1)(g), 25, and 26 of the Constitution of India, humbly and respectfully places this Public Notice and International Appeal before the United Nations Organization (UNO) and the governments and peoples of all nations.
This declaration is made peacefully, constitutionally, and lawfully, grounded in the Holy Bible, international human-rights principles, and India’s constitutional framework of religious freedom, equality, and dignity.
IDENTITY AND LEGAL STATUS OF PCI
The Pastors’ Council of India (PCI) is a unifying body of the Body of Lord Jesus Christ, established to:
- Safeguard the rights, dignity, and welfare of Christian pastors and believers
- Protect church properties and institutions
- Promote Bible-based theological education
- Regulate and uphold ethical and professional standards in Christian ministry
The PCI represents a broad Christian community of approximately 30 million Christians in India (about 3% of the population), including Catholics and Protestants, functioning fully within the secular and democratic framework of India.
DECLARATION ON THE HOLY BIBLE
The Pastors’ Council of India solemnly declares that: The Holy Bible is not merely a religious book, but a Universal Moral Constitution—
a timeless guide to eternal life, human dignity, liberty, justice, ethical conduct, and civilized society.
As stated in 2 Timothy 3:16–17, the Scriptures are God-breathed and profitable for teaching, correction, and righteous living.
As affirmed in John 14:6, Jesus Christ reveals truth that transcends cultures, nations, and eras.
The Bible has historically shaped:
- Human rights
- Rule of law
- Equality before law
- Moral accountability
- Compassion for humanity and creation
APPEAL TO THE UNITED NATIONS AND ALL NATIONS
- Recognition of the Bible’s Universal Moral Value
The PCI respectfully appeals (not demands) that the United Nations and all nations:
- Acknowledge the Holy Bible’s universal ethical and civilizational contribution to humanity
- Recognize its role in shaping human dignity, freedom of conscience, justice, and peace
- Encourage scholarly, ethical, and humanitarian engagement with biblical principles as part of global moral discourse
- Clarification Regarding Christianity
The PCI humbly submits that:
- Christianity, in its theological essence, presents itself not merely as a religion but as a universal way of truth, life, and redemption through Jesus Christ (John 8:32; John 14:6)
- This understanding is a faith-based theological position, not a legal or coercive claim
Accordingly, the PCI appeals for respectful theological recognition, while fully affirming:
- National sovereignty
- Religious pluralism
- Freedom of conscience
- Non-coercion and non-discrimination
This appeal does not seek to abolish religious freedom frameworks, nor does it call for any legal imposition upon states or peoples.
CONSTITUTIONAL AND LEGAL AFFIRMATION (INDIA)
The PCI unequivocally affirms:
- Article 25 – Freedom of conscience and religion
- Article 14 & 15 – Equality and non-discrimination
- Article 19(1)(a) – Freedom of speech and expression
- Article 21 – Right to life and dignity
Indian Christians lawfully enjoy and respect these rights, as upheld by landmark judgments such as:
- St. Xavier’s College v. State of Gujarat (1974)
- Bijoe Emmanuel v. State of Kerala (1986)
- Maneka Gandhi v. Union of India (1978)
The PCI operates strictly within constitutional limits, promoting peace, public order, and moral responsibility.
CORE BIBLICAL FOUNDATIONS
The PCI upholds the following God-ordained principles:
- Pastors – Shepherds appointed by God (Jeremiah 3:15)
- Church – The Body of Christ (Ephesians 4:11–12)
- Bible – Inspired Word of God (2 Timothy 3:16–17)
- Evangelists – Witnesses empowered by the Holy Spirit (Acts 1:8)
- Believers – Followers committed to faith and service (Galatians 6:6)
COMMITMENT TO PEACE, LAW, AND HUMAN DIGNITY
The Pastors’ Council of India declares that:
- All ministry must be law-abiding, ethical, and accountable
- No coercion, fraud, deception, or exploitation is acceptable in the name of faith
- Unqualified or self-styled religious practice is opposed both biblically and legally
- Human dignity, freedom of conscience, and public order must always be preserved
CONCLUSION
This Public Notice is issued in humility, prayer, and peace, not in confrontation. The Pastors’ Council of India respectfully invites:
- The United Nations
- National governments
- Human-rights institutions
- Academic and moral leaders
to engage in open dialogue on the universal moral contributions of the Holy Bible and the message of Jesus Christ, who is confessed by Christians as:
“Lord and Saviour of the Universe” – (Philippians 2:9–11)
